Completed an economic analysis of multiple scenarios to jump start the demolition and redevelopment of the Apex Building, a major existing income producing mixed-use building in downtown Bethesda over a planned public light rail station.
Bolan Smart reported to the Planning Board and Montgomery County Council on the economic viability of possible leveraging upzoning as a tool to induce current property owners to accommodate a combined enlarged Purple Line and WMATA Red Line station entrance within the lower levels of a new development. This project required coordinating with multiple public sector agencies (state and federal level financial contributions). Construction was underway in 2017.
