Eric Smart, Managing Principal
Mr. Smart is a founding principal of Bolan Smart Associates. Prior, he was Vice President and Manager of the Washington office of Leggat McCall Advisors, which was acquired to form Bolan Smart Associates. He has a wide range of experience in planning and development practice, with expertise in marketability, valuation, financial analysis, strategic planning and negotiations. His clients have included investors, financial institutions, developers, architects, law firms, major users and government. Mr. Smart began his career as a senior research associate at ULI - the Urban Land Institute. He was a member of the University of Maryland University College Real Estate Advisory Board and was Chairperson of the Urban Land Institute's District Council for the Washington, DC area for four years. For over a decade, Mr. Smart taught as an adjunct professor in the Master of Science in Real Estate programs at Johns Hopkins University and Georgetown University. Mr. Smart has a BA in Economics from University of Toronto and a MS of Urban & Regional Planning from Virginia Tech.

Pamela DuBois, Asset and Community Services Director
Ms. DuBois joined Bolan Smart Associates in 1999 having spent the prior nine years as a consultant with Ernst & Young. Ms. DuBois specializes in community planning, acquisition / disposition due diligence, strategic planning, market feasibility, asset and portfolio analysis and valuation. Ms. DuBois served on the executive committee for the District of Columbia Chapter of Commercial Real Estate Women for several years and chaired the Case Study Programs for ULI’s Washington District Council while serving as an Executive Committee member. Ms. DuBois has a BA from Mount Holyoke College and a MBA in Finance from George Washington University. She holds a real estate broker’s license in Maryland.

Gregory Otten, Associate
Bolan Smart hired Mr. Otten in 2009 to be a realty specialist focusing on federal government lease acquisition. He also assists with feasibility consulting. Prior to that, he worked for HVS Global Hospitality Services and The Leitner Group conducting appraisal reports and before that spent seven years conducting and managing research operations for CoStar Realty Information Group. Mr. Otten has a BA in International Affairs from American University.

Ms. Kristin Smart has provided a range of research and data analysis services to Bolan Smart. Her areas of expertise include research methodologies, demographic studies, impact assessments, market investigations and development economics. She has a BS in economics from Oxford Brookes University and an MS in Population and Development from the London School of Economics.

Howard (Howie) Navrozidis, Research Associate
Mr. Navrozidis is a part-time research associate, assisting Bolan Smart with ground level research and product analysis. He has five years’ experience in multiple marketplaces. A graduate of the International School of Business, “Howie” has special interest in transformative economic landscapes.
