BOLAN SMART PROJECT PROFILE

Bolan Smart has been providing a full array of real estate consulting services to NCI since 2001.  Bolan Smart was originally engaged to assist NCI with site selection services for a new campus.  A feasibility assessment of a acquiring a site for a proposed new NCI research park / campus was conducted.  At the time, NCI occupied approximately 2.4 million square feet of space in multiple owned and leased facilities.  Consolidation economies and new construction space efficiencies yielded a future requirement for an estimated 1.9 million square feet of net usable square feet.  Site location spanned from Bethesda to Frederick Maryland. 

Bolan Smart subsequently helped NCI draft the Solicitation for Offer (SFO) for a 500,000+ square foot prospectus level office requirement that was awarded to JBG and occupancy took place in 2013/2014 (Shady Grove Campus).  Bolan Smart, on behalf of NCI, worked closely with both GSA and the NCI’s architect responsible for the Program of Requirements to clearly define NCI’s minimum occupancy specifications in the SFO.  Bolan Smart assisted NCI in proposal submission evaluations.  As a result of this process, NCI consolidated their administrative offices at their new Shady Grove campus.  Subsequently, Bolan Smart conducted a cost benefit analysis to support lease renewal occupancy options. 

In addition, Bolan Smart prepared four portfolio books summarizing pertinent occupancy and financial information.  As part of this process, a detailed review of lease agreements for all their space is conducted, including laborites and clinical space in Montgomery and Frederick Counties.
