Provided an independent review of documentation and financial budgets submitted by a developer for an 11-acre waterfront parcel to assist MDOT in the land transfer negotiation process.  As part of this assignment, Bolan Smart gave expert testimony before the City of Cambridge, a co-partner in the contemplated venture.  As a result of this analysis, MDOT terminated the joint development agreement negotiations.
